In December 2006 issue I have published the
decision of the CIC, New Delhi which discussed only
the comments of the respondents and my grounds and the reply to the comments
of the respondent were never touched at all in the decision while the decisions
have to be speaking orders and if the
appeal is dismissed it is the onus of the CIC to give a speaking order. I am not discussing on this but putting
before the members, NGO’s and the news papers to go
through the entire file published in December 2006 and this issue and discuss whether the
decision of the CIC was Justifiable and inform me your comments based on
the RTI Act - 2005 which is a very powerful one and we should all see
that the decisions are according to the RTI Act.
I have not yet received
a reply to my letter dated 10.11.2006 sent to the Central Information
Commission. Our Chief Justice Of India, Y.K.Sabharwal has already admitted (see
Page 47) that no institution, including the Supreme Court, is infallible and that
some of the judgements passed by the apex court may not necessarily be the
correct ones. So the decisions of the Central Information Commissioners also
will have to be reviewed by the CIC and other members.
A LITTLE PERSONAL
MATTER
It has been found after
tests that I am having a duodenal ulcer growth and I have to be operated.
It is good to know about it and only after the surgery it would be known whether
it has touched the pancreas which could not be known by CT Scan. I may be
operated any time in November end. I may be able to live for some more years with
the help of chemotherapy or otherwise by the time you receive this issue or a
little more I may live. I have no regrets as I have been able to live an
adventurous life and also got 14 years more life than an ordinary citizen in
India or 3rd world countries as the average life is only 63 while I am
77.

CHIKUNGUNYA IN
PODANUR
The free hospital which I run “GEDEE MEDICAL AIDS,
PODANUR is the first Hospital to Diagnose Chikungunya here from the beginning of
the year 2006 and though we have only 20 beds and two doctors with thirteen
staff we had to treat daily hundreds of patients daily with the help of the
family members of the sick holding IV fluid bottles etc.,and there were about
ninety thousand patients treated and cured. The health department in
Tamilnadu and Kerala were laughing but after the article in Hindu by Subha J Rao
they opened their eyes. Unless the Panchayats and the corporation keeps
the surroundings clean the virus diseases would cause more danger than bombs.
Again after rains the mosquitoes have increased and the sick people have
doubled!
